Redevelopment Plan

In 2005, the District, in collaboration with the Lincoln Heights/Richardson Dwellings New Communities Advisory Council*, began the process of planning for the revitalization of the aging Lincoln Heights and Richardson Dwellings public housing properties, and surrounding area, within Ward 7. The Lincoln Heights/Richardson Dwellings neighborhood is generally bounded by Blaine Street, NE to the south; Hayes Street, NE to the north including Nannie Helen Burroughs Avenue; 49th Street, NE to the west; and 55th Street, NE to the east.

In late 2006, the DC Council adopted the The Lincoln Heights/Richardson Dwellings New Communities Revitalization Plan*. Consistent with the New Communities Initiative, the goal of this effort is to transform the public housing developments and neighborhood into a mixed-income, mixed-use community with an anticipated 1,609 new housing units of various types and affordability levels; a Town Center at the intersection of Division and Nannie Helen Burroughs Avenues with anticipated new housing, new retail and new office space; and the revitalization of existing public assets such as Marvin Gaye Park, HD Woodson High School, Strand Theatre, and street improvements to Nannie Helen Burroughs Avenue.

Following adoption of the plan, the District and Advisory Council have continued to work together to achieve its implementation.

Fall 2009 Update

New Communities Monthly Meeting Schedule

The Lincoln Heights/Richardson Dwellings New Communities Advisory Council meets on the first Monday of each month.

  • All New Communities meetings continue to be held at the newly renovated Riverside Center, 5200 Foote Street, NE (corner of Foote Street and Division Avenue, NE - across from Marvin Gaye Park).
PSA 602 Meetings and Public Safety Contacts

City Services Maintenance Issues

  • Please report problems with City Services such as damage to roads, street signs, street lights, abandoned buildings and lots, etc. by calling 311 and ask for a Control Number in case you have to follow-up.
  • Please report problems with WASA Services such as non-working hydrants, clogged street drains, leaking manholes, etc. by calling 202.612.3400 and ask for a Control Number in case you have to follow-up.
Public Housing Maintenance Issues
  • Please report a maintenance problem within your public housing unit by calling DCHA at 202.535.1000 and ask for a Control Number in case you have to follow up.


Ongoing Community Services

Workforce Development Training
The District is offering free training in Construction and Pre-Apprentice Training* and Hospitality Training*. Testing is available at designated times and locations until September 17, 2009.

Lincoln Heights/Richardson Dwellings Family Enhancement Center

  • Serves residents of Lincoln Heights and Richardson Dwellings
  • Provides information and services relating to job training/job readiness programs, life skills and other self-sufficiency programs.

East River Family Strengthening Collaborative (ERFSC) in Ward 7
  • ERFSC's Community Services Division identifies services needed for families, develops resources for families and creates partnerships to achieve those services.

  • ERFSC's Youth Services Division offers programs and services to strengthen families by supporting youth growth and development.

Marshall Heights Community Development Organization (MHCDO) in Ward 7
  • MHCDO operates a number of programs designed to expand economic opportunities, increase self-sufficiency, and improve the quality of life for individuals and families. Services include housing and financial counseling, supportive housing, home buying education and assistance, job search training and placement, adult education, business development services, emergency food and nutrition services, and youth development programs.

National Center for Children and Families (NCCF) - Community Services Division serves Ward 7 residents

  • The Community Based Services Division of NCCF provides comprehensive social service supports to poor children and families who reside in Wards 7 and 8 of the District of Columbia.  Programs include CARA House, a neighborhood-based and collaborative education center which provides community-based support services that promote healthy families and prevent involvement in the child welfare system:  JC Nalle Community School, a full service community school that offers academic enrichment activities, structured after-school program, and social services to students, their families, and the community.

DC Office of Ex-Offender Affairs
The Office on Ex-Offender Affairs (OEOA) provides direct services, resources and information to assist DC Residents in making a successful reintegration after a period of incarceration.

  • Walk-ins are assisted Mondays, Wednesdays, and Fridays
