| Capitol Hill Properties Request for Proposals

On January 22, 2008, the District's Office of the Deputy Mayor for Planning and Economic Development issued a Request for Proposals to purchase and develop a pair of vacant properties in the Capitol Hill neighborhood.
The properties located at 525 9th Street, NE, and 1341 Maryland Avenue, NE, are being offered in “as-is” condition and are most likely best suited for residential use. Developers may make offers on one or both properties. Offers will be evaluated on qualifications and experience, project feasibility, unit affordability, offer price, and Certified Business Enterprise participation. Offerors must use green building design standards and make 30 percent of the units created on each property affordable to households earning below 30 percent and 60 percent of the Area Median Income.
Each property is currently assessed at almost $1 million and consists roughly of 5,500 square feet of gross floor area. The District's Historic Preservation Review Board has designated Old Engine House 10* as a historic landmark.
A pre-bid conference was held on February 5, 2008, at 2025 M Street, NW, Suite 600.

Q) Will DMPED consider a ground lease proposal for these properties?
A) No, the properties are being offered for sale, not for lease.

Q) Will DMPED allow the required affordable units to be located offsite?
A) No, 30 percent of the units created on each property must meet the RFP affordability requirements.

Q) The RFP states that the rent for a Studio at 30 percent of AMI is $388.00 and that the rent for a 1 Bed at 30 percent of AMI is only $382.00. Please confirm that this information is accurate.
A) Area Median Income limits have been updated and the affordability requirements provided in Section 5.C.2 of the RFP are revised as indicated below.

Q) The DCHA Utility Table provided in the RFP addendum issued on or about March 6th does not indicate any allowance for heating with heat pumps. We infer from this fact that heating costs associated with heat pump operation are included in the line item for electricity above (i.e. the electricity allowance includes costs to operate a heat pump in heating mode). Please confirm our understanding is correct.
A) If the heat pump is electric, assume that the cost of operation is included in the line item for electricity. If the heat pump is gas-fired, assume that the cost of operation is included in the line item for gas.
