The Government of the District of Columbia ("District"), through the Office of the Deputy Mayor for Planning and Economic Development ("ODMPED"), is seeking offers ("Offers") from Local Small and Disadvantaged Business Enterprises ("LSDBE"), to develop, operate and manage a concrete production facility ("Plant") on a parcel of land presently owned by the District, 1515 W Street, NE, (the "Site"). Highly-qualified teams ("Offerors") that may demonstrate experience and financial capacity sufficient to successfully develop the Site and operate and manage a Plant are encouraged to respond to this solicitation ("Solicitation"). 

Square 4107, Lot 0239 is comprised of a 13.47 acre (586,773 s.f.) lot at the intersection of W Street, NE, and 15th Street, NE, and is bounded by W Street, NE, to the North, and rail lines to the South. The Site is presently serving as a storage facility for The District of Columbia Department of Transportation ("DDOT"). It is anticipated that DDOT will vacate the Site on or about August 2009. After the Site has been vacated by DDOT, it is anticipated that the Offeror will develop the Site and operate a Plant under a ground lease agreement for a minimum of ten (10) years.
