West End Parcels Solicitation of Offers for Development

The Office of the Deputy Mayor for Planning and Economic Development is pleased to issue this Solicitation for Offers for development opportunities located in the West End. DMPED has conducted outreach with the community at large and including several key stakeholders, such as Ward 2 Councilmember, Jack Evans; ANC 2A; ANC 2B; the Foggy Bottom Association; the Dupont Circle Citizens Association, the DC Library Renaissance Project and the West End Library Friends.
 
Notwithstanding DMPED’s open approach, offerors are expected to address all stakeholder concerns and requirements and demonstrate creative ways to incorporate them into their development plans. If an offeror believes strongly that its development plan should include elements that are not desired by the community, then such offeror must convince the community that the proposed plan better serves the community’s interests.     
 
The District is committed to maximizing the community benefits for its residents.  In view of this commitment, offerors must demonstrate: 
  • Their overall concept and vision for the specific development site and how the vision will integrate with and enhance the surrounding neighborhoods
  • An approach that ensures the meaningful involvement in the development process by stakeholders and members of the local community who might be affected by the offeror’s proposed development.
Responses to this Solicitation are due Friday, October 30, 2009 by 3 pm EST.
