Solicitation for Offers for 5201 Hayes Street, NE

The Office of the Deputy Mayor for Planning and Economic Development (ODMPED) has issued a Solicitation for Offers for 5201 Hayes Street, NE, identified for tax and assessment purposes as Square 5197, Lot 809, in the Lincoln Heights/Richardson Dwellings New Communities and Deanwood areas of Ward 7. 

The site is approximately 2 acres in size. It is currently zoned C-M-1 and contains a 34,000 sq. ft. one-story building with asphalt and concrete pavement. Until November 2008, the site had been utilized as a sorting and storage facility for bulk trash and recyclable material (glass, paper, plastic, wood, metal).   A May 2008 Phase II environmental assessment identified trace to moderate amounts of contamination in soil and water samples.

The successful Offeror will be responsible for environmental remediation.

Site improvements, except for several existing retaining walls, will be demolished prior to Award.

ODMPED is soliciting offers from creative and experienced Offerors to redevelop the site into mixed-income housing, including affordable replacement housing units for Lincoln Heights/Richardson Dwellings New Communities residents. 

Offers are expected to include a rezoning, under a Planned Unit Development process, to maximize density through creative design that utilizes a mixture of housing types and scales and that meets the goals of both the Lincoln Heights/Richardson Dwellings New Communities Initiative Revitalization Plan and the Deanwood/Great Streets Strategic Development Plan.  These plans promote revitalization of the area in a manner that delivers high quality sustainable housing and other development, with related amenities, for households of varying incomes and sizes.  The Solicitation contains links to both plans.

The issuance date for the Solicitation is April 7, 2009 and offers are due on Monday, July 6, 2009 at 4 pm.
