DC USA, Skyland, Anacostia: A Big Day for Neighborhood Economic Development
1) DC USA: DC USA will be a 465,000 square-foot family-oriented retail center in the heart of Columbia Heights, along 14th Street, NW between Park Road and Irving Street. DC USA features the District’s first Target Store; prominent national retailers like Bed, Bath & Beyond; a family sit-down restaurant; and multi-level underground parking.
Benefits:

Estimated to generate 1, 000 permanent jobs and 500 construction jobs, paying more than $60 million in wages to primarily entry- and mid-level employees

The DC USA project involves commitments to hire District residents, and commitments to meet or exceed 35% in LSDBE contracting

First Source Agreements and community development partners will ensure local residents get new jobs

The District proposes to dedicate up to $2 million of TIF proceeds for a small business assistance program in adjacent area. The program will fund capital improvements like façades and tenant improvements

After paying the TIF debt service, DC USA will generate over $240 million in net new taxes over the first twenty years
2) Skyland: The Skyland redevelopment will be a 240,000 square foot high-quality retail center in the Hillcrest Neighborhood of Southeast Washington—the first TIF project East of the River. Skyland will be co-anchored by a discount department store like a Target and a supermarket. The National Capital Revitalization Corporation (NCRC) will assemble the Skyland parcels, conduct initial site preparations and relocate current tenants.
Benefits:
- Creates 300 additional full-time jobs and approximately 305 construction jobs, paying more than $30 million in wages by the end of the first two operating years
- at least 51% of jobs will go to District residents
- Increases local sales and property tax revenues needed for improved public services
- Catalyzes future redevelopment in Wards 7 and 8, complementing the District’s investments in transportation and housing
