District sells single-family tax delinquent rental properties directly to eligible applicants who are selected in a lottery. Multi family properties are sold to tenant associations, cooperative associations and nonprofit developers, through a competitive bid process. |

Groups that win bids are required to rehabilitate the properties into cooperatives comprised of first-time homebuyers. Homesteaders are required to enroll and successfully complete a homeownership training course, rehabilitate the property to meet housing code standards, live in the property for five (5) years and return the property to the tax rolls.
