High Tech Development Zones

The New Economy Transformation Act of 2000 (NET 2000) defines High Tech Development Zones. In these areas, incorporated, qualified high tech companies are eligible for zero franchise tax for five years. (None of the other benefits under NET 2000 are determined by the location, within DC, of the high tech business.) Outside of these zones, the franchise tax for incorporated qualified high tech companies is reduced to 6%. Unincorporated qualified high tech companies pay no franchise tax, regardless of their location.

These zones, along with the Enterprise Zones where federal tax benefits are available, can be viewed on the DC Economic Development Map*. Any company located in an Enterprise Zone is also located in a High Tech Development Zone.
