(Washington, DC) The Office of the Deputy Mayor for Planning and Economic Development recently issued a Solicitation for Offers to redevelop two District-owned properties located in the Lincoln Heights and Richardson Dwellings neighborhood in Ward 7.
“This community has told us they want high quality, affordable housing,” said Neil Albert, Deputy Mayor for Planning and Economic Development. “It is high time we get these properties back into productive use and achieve some real community benefits.”
The two properties are: 4427 Hayes Street, NE and 4808–4826 Nannie Helen Burroughs Avenue, NE. The Hayes Street site consists of a 29,000 square foot abandoned apartment building and the Nannie Helen Burroughs Avenue site consists of seven unimproved lots totaling 17,500 square feet.
The District is looking for offers from accomplished development teams to redevelop the two properties into housing opportunities for residents with a range of incomes and provide replacement housing for residents of the Lincoln Heights and Richardson Dwellings neighborhoods in accordance with the New Communities Initiative’s Lincoln Heights Redevelopment Plan.
The New Communities Initiative is a comprehensive partnership designed to improve the quality of life for families and individuals living in distressed neighborhoods in the District. The goal of the initiative is to combat the social challenges that exist in these communities by transforming highly concentrated low-income neighborhoods into healthy mixed-income neighborhoods that protect housing for low-income residents with a one-for-one replacement of existing affordable housing around improved community anchors, such as schools and recreation centers.
Development plans shall take into consideration and build upon the goals of the New Communities Initiative:

Create mixed-income housing that places realistic demands on area infrastructure (including parking);

Provide an appropriate amount of neighborhood and street-level retail to accompany active, public open spaces (where appropriate);

Create replacement housing units for existing Lincoln Heights and Richardson Dwellings residents;

Incorporate Universal Design principles into accessible housing and public spaces for seniors and disabled persons; and
-
Develop relationships with case management and other social service providers to ensure that residents meet the Human Capital self-sufficiency goals over time.
A pre-proposal conference and site visit will be held on December 7, 2007 (Attendance at the pre-proposal conference and site visit is mandatory).
