District to Hold Pre-Bidders’ Conferences for Opportunities in Ward 7

(Washington, DC) The District’s Office of the Deputy Mayor for Planning and Economic Development (DMPED) will host a pair of pre-bidders’ conferences for several development sites in Ward 7 including the Strand Theatre.

The District is seeking development partners to revitalize the Strand located at 5131 Nannie Helen Burroughs Avenue, NE, in the Deanwood neighborhood. Formerly a 600-seat movie house, dance hall and pool room, the two-story brick building was built in 1928.

The District intends to select a team to whom it will either sell or lease the historic theater and it will look favorably at respondents who can bring additional resources, including additional parcels of land to the deal. The Strand is located just a short walk from Marvin Gaye Park, which is also undergoing a major redevelopment that includes upgraded walking trails and an amphitheater.

In conjunction with the New Communities Initiative, the District is also looking for developers to provide housing at a pair of nearby sites—4427 Hayes Street, NE and 4808-4826 Nannie Helen Burroughs Avenue, NE. The Hayes Street site consists of a 29,000 square foot abandoned apartment building and the Nannie Helen Burroughs Avenue site consists of seven un-improved lots totaling 17,500 square feet. 

The District is looking for development programs that include a range of housing choices for residents at a number of different income levels as well as replacement housing for residents of the Lincoln Heights and Richardson Dwellings neighborhoods in accordance with the New Communities Initiative’s Lincoln Heights Redevelopment Plan.

The Strand Theatre pre-bidders’ conference will be held on December 12 at Washington Parks and People’s Riverside Center at 5200 Foote Street, NE. The program will begin at 10 am.
